Desire Development Neighborhood

The original community was built in 1949, and served as a housing project. Long before Hurricane Katrina, the city had planned to demolish those buildings and to rebuild the area and revitalize the community. Two buildings remain for historical purposes.

The boundaries of the Desire Development Neighborhood are Piety Street to the west, Higgins Street to the north, Alvar Street to the east and Agriculture Street to the south.

At the time of Hurricane Katrina, the area was being redeveloped into a mixed-income community. The plan was for the community to consist of 425 rental units and 100 units that would be owned by the residents. Hurricane Katrina destroyed all of the completed and occupied units as well as those that were being constructed at the time.

The new community is called The Estates, and it lies within the boundaries of the former Desire Development Neighborhood. It is a mix of housing types that are designed for a mixture of different types of families with varying incomes. In addition to the rental units, there will be townhouse duplexes and single-family residences.

There are several phases of development for the new community. Abundance Square consists of 73 units, Treasure Village has 34 units, and the New Savoy Phase 1 has 158 finished units. The New Savoy Phase II has 160 units that are under construction and should be complete in the near future.

There is a community center and walking trail for the residents of this new development. There will also be a child care center for the community.
